    Can't be serious! If you wanted to build a record-breaking loco which would be an updated version of an existing design, why on earth choose a K3? A Porta/Wardale-ised version of a Duchess or an A4 probably would manage to break Mallard's record if it was given the chance to do so, or if you wanted to build a souped-up version of an extinct class rather than one where examples have survived, a large-wheeled 4-4-0 or 4-4-2 would be a better bet as your starting point than a 5' 8" mogul.

    To be fair, some of Mr Drummond's contraptions could spin their drivers pretty rapidly. The only problem being that the leading drivers would be spinning forwards while the trailing ones were spinning back...

    Possibly so. You could get them to slip independently on each set of drivers though, not helped by having completely different valve gear for the inside and outside cylinders, with different cut-off characteristics etc.

    Coming back to the OP: isn't there a group in America attempting something similar? So I see it now: Bonneville Salt Flats, lay about ten miles of track dead straight across the salt, USAC timing for a measured mile mid way. Recreate the glory days of Cobb and Campbell against Arfons and Breedlove, and no silly arguments thereafter about whether a mile really was a mile, or locos only hitting high speeds when dropped over the edge of metaphorical cliffs (no names, no pack drill...)
