    The Bluebells C class nor any of the coaching stock were mainline certified yet still recently undertook filming work at Kings Cross.

    The bottom line is provided the vehicles concerned pass basic safety checks like having their wheels ultrasonically tested and checked for stuff like being in guage for the route etc, NR are quite happy to host such stock on its metals for transiting purposes. With steam locomotives NR are also prefer having the locomotive in light steam for lubrication purposes as rather than having them towed dead.

    What IS forbidden is to have a non certified locomotive leading / contributing anything towards movement of the train or, in the case of coaching stock, carrying passengers.
