I suppose it depends on the overall costs and who is paying, plus before only engines on the approved list could be towed over NR metals, where as now, as long as your engine passes the ultrasonic , isn't banned on NR ( 9F) and has been registered on TOPS, can be towed in light steam,

A loco in steam would still need to meet boiler standards and pass FTR even if towed though, including compliant tyre profile/thickness, drawgear, brake gear etc. The only permissible exceptions I could see would be the OTMR, TPWS etc gubbins

It would be interesting to know the exact requirements. I asked someone involved with a diesel at the Swanage diesel gal about how it had been towed in when not approved, and as martin said seemed no more more than ultrasonic tests on wheels, axles etc.
I am sure steam loco must have more requirements (if in light steam) but seem to recall 73096 and 34016 were rail moved from the MHR (dead so I assume rods off) after many years of not moving. Maybe James S would have the info if he is willing to share it.

An unpowered diesel is little different than a wagon or carriage really so u/a fitness on the axles plus fitness of tyres the main sign off, espcially when t&t with other approved rolling stock.
The dead steam loco, connecting rods removed will need a through pipe and be t&t I'd guess?
As I said a loco in steam will probably have to be compliant in all respects other than the elements required to be a traction unit on the network. There would need to be enough pressure for the loco steam brakes to be effective, proportionately actuated via the train pipe on a Standard IIRC? How you differentiate between fitness to run at say 150psi than full boiler pressure I would not know. Guess that, as with most things, it comes down to a risk assessment by the operator to justify the chosen method.

DSC_1621 (2).JPG 6233 passing Harborough Hill crossing on the approach to Blakedown running on time at 12:18 this afternoon. A real sight for sore eyes, shame we have to wait so long to see her running at max speed!

Any WCMEs would be special because 6233 is reportedly due to do most work down south

The 1st WCME used to be one of the highlights of year, but in recent year's it's popularity has dwindled IMO. At least with 6233 on the front you would have a better chance at filling the train. Sticking the Merchant Navy on would be a great alternative.
