    You do wonder why, if that train had just stopped before the landslip, could it not, under very carefully controlled conditions, have reversed to somewhere the passengers could alight?

    Also "Food and water ran out and paramedics had to board to treat a woman who had collapsed." If the paramedics could get onto the train, why couldn't the passengers get off with appropriate assistance?

    A couple of paramedics trained and kitted to access difficult places, as opposed to several hundred random members of the public with unknown mobility and wanting their luggage? I don't believe the railways handle emergencies well from the passenger point of view, but they may just have been safer aboard than disembarked - certainly until there was somewhere to take them to.

    Understood, but sometimes the precautions to avoid one risk (in this case, possible problems with disembarking passengers) serve to exacerbate another risk (in this case passengers suffering from dehydration or possibly non-availability of toilets).

    Perhaps. But I don’t envy the controllers having to determine those trade offs in real time with limited information. And I’d still be willing to consider that the former risk was greater than the latter.
