    Not really.

    ORR are doing their job as a regulator.

    WCR aren't complying.

    Only WCR to blame for dissatisfied customers.

    WCR clearly think they are untouchable, but i don't think so, Next year if LSL can acquire extra coaching stock, or get enough fitted to operate a second rake of Mk1 and Mk2's on the network, much of the business that goes to West Coast, could end up going to someone else, I would not bet against LSL offering a limited Jacobite. service for 2025,

    Well LSL might want it to stop WCRC having it. But if WCRC pulled out totally does this really fit with the higher end of the market they seem to aspire to.
    One thing to screw over the competition from a bigger picture point of view, different if there is no competition on this route.

    By coincidence I’m travelling on the Highlander Sleeper to Fort William on Sunday evening.
    Fortunately the LSL train top & tailed by class 37s leaves FTW before the Sleeper arrives, so I don’t have to witness any window licking or dribbling.
    Hopefully the smog has cleared by the time I get off the Sleeper!
    I’ll be long gone from Fort William by the time the LSL train arrives back.

    How does enforcing existing legislation requiring CDL on slam door stock fail to fulfil their statutory duties? While I'd be open to discussion about necessity, this would appear to fall squarely within their safety duties, especially the 2nd & 3rd bullets "securing the proper construction and safe operation of locomotives, rolling stock or other vehicles used, or to be used, on such systems;" and "protecting the public (whether or not they are passengers) from personal injury and other risks arising from the construction and operation of such systems;"

    Whether they are meeting their wider objectives, especially regarding roads, is a different question.

    I was about to post something very similar, but also it's worth having a look at the document about the MOU with the Health and Safety Executive too which is available online.

    I remember that. It transferred Health & Safety At Work 1974 enforcement responsibilities from HSE to ORR for railway matters. Not limited to infrastructure, track, signalling, trains, operations, stations, depots, workshops etc.

    Quite a good idea really, to avoid things slipping down cracks or responsibility between “factories” and “railway”.

    But, I think combining Railway Safety with Rail Regulator, as an equivalent privatisation financial and performance regulator; as per OWAT, OFGEM etc, is a mistake.

    Look at the other, particularly economic, duties they have, apart from safety, regarding railways.

    Might stop things slipping down cracks but as far as I know they have done nothing about their own enforcement order on NR, now months overdue, over Euston passenger crowding risks

    That as we know is only a setting for the performance ie speed and acceleration etc, it also says empty coaching stock so t&t diesels more likely.
