Are there actually enough people interested in railways in Turkey to make a go of this?

Sorry but I can't really see the kind of tourist who goes to Turkey, even to see the ruins, would be that interested in a group of engines parked arond a turnatable.

You say lucrative steam trips but as most heritage lines in this country struggle to make a real profit, I cant see how your plans for steam in Turkey would be lucrative.

I have to agree with Simon, the initiative has to come from within the country otherwise you will only get suspicion that foreigners are in it for their own good and what they can make out of it, and not for a purely altruistic reasons.

This is absolutely the case, see how the British involvement in Poland has pretty much killed any other preservation attempts for 10 years, and only now are the first few groups finding their feet.. and staunchly anti-foreigner.

International steam lines can be very successful, but they need to be in the densely touristic area, with a very unique selling point, somewhere to nowhere with little support will always fail.

I did not infer anything, I was speaking from experience talking to enthusiasts in several countries including Zimbabwe and Argentina. In each case, whilst the enthusiasts were ready to welcome help from overseas, the local authorities viewed any approach from outsiders with extreme suspicion, affluent foreigners seeking solely to make financial gain from their neglected and largely ignored heritage steam.

Maybe there's an option to preserve further locomotives from Turkey.
Dont get me wrong, but where preservation fails in the home country, doesnt mean to say they shouldnt be saved abroad.
even we in the UK have benefitted by the helping hands of preservation overseas (30053, 30926, Pullman cars, baggage vans etc).
