    The "signal" box is obviously on the GNR and judging by the little girls clothing is possibly pre-grouping. I think I can discern the word "garden".............is it Welwyn Garden City?

    Yes looks like Welwyn Garden City, north end. In the aerial photo of the crash in 1935 seen at the bottom of this page: http://cashewnut.me.uk/WGCbooks/web-WGC-early-aerial-photographs.php the unusual GNR somersault bracket signal can be made out, and other details on the signal box like the finial and stove chimney seem to match as well.

    As the current WGC station was opened in 1926 (this signal box was just off the north end of the platform) I'd say the photo is LNER-era.
