Just harking back to the earlier discussion of "what might have been", Cox in "BR Standard Steam Locomotives" shows two proposed designs for 2-8-2 engines. One looks rather like a double chimney standard class four, ie a 75xxx, but elongated at the rear and with a wide firebox over the trailing truck, it was designated "class 90, freight". There was also a proposed 2-8-2 freight loco that looks very much like a 9F, but with slightly larger diameter coupled wheels. I cannot on a quick skim through the book see a proposal for a 2-8-2 express passenger engine. Indeed the inference is that there were plenty of class 8 passenger engines available after the War, so as we know, both the Clans and Britannias were designated "mixed traffic" types.
As others have said, Riddles did see 71000 as a prototype for a new breed of class 8 express engines, but sadly was overtaken by events.

Apart from the E S Cox book mentioned above, the other useful reading on this subject is H C B Rogers book "the last steam locomotive engineer: R A Riddles CBE "

Did he write that 'Locomotives that never we're' book too ? i have 'Riddles and the 9F's', must get hold of a copy of the above sometime....
The allusion to a mixed traffic 2-8-2 was made by Riddles himself to the Beano( ?) on the occaision of visiting the GCR to see 71000 under restoration... (issue 19 ?

Reference to the 2-8-2 design is mentioned in Cox's book Locomotive Panorama Vol II where, on Page 24, he refers to the proposed Standard freight loco with 2-8-2 wheel arrangement and 5'3" driving wheels. He notes that Riddles had become enamoured with the German 2-10-0 designs that he had replicated with his WD 2-10-0 designs; the latter had proved so effective that once proving 5'0" driving wheels would be effective he had the Brighton drawing office prepare the design which was subsequently handed to Crewe and Swindon to build.

Further references are found in HCB Rogers' book noted above in which the Chief Draughtsmen's Committee had proposed a 2-8-2 design for the freight locomotive but Riddles sought confirmation that a 5'0" driving wheel and wide firebox could fit within a UK loading gauge. Once this was confirmed Riddles adopted his favoured 2-10-0 wheel arrangement for the new design and the die was cast.
