The other factor that Network Rail isn't bothered about but loco owners care a great deal about is the path that the train runs in. Water (and coal) consumption are dictated by how the locomotive is worked and the extent of stop/start running....

If it is moneyed madness with a railway theme.... I'd take the "no L&BR" bit seriously. Why not a reinstated line from Princetown down to Burrator? with a possible extension toward Yelverton. Fantastic scenery, unobstructed route. Possible local...
