    Its for water softening, I believe the device was fitted to a few locomotives in the area. Not sure how it works though!

    I wonder if it is an external version of the AFLOC water treatment unit that was fitted into the RH side tanks of the Standard 4 2-6-4 tanks which worked on the L.T.& S. line.
