The question is how you define the difference between those locos that are 'Very Advanced' or 'In Development'? Is 1014 very advanced? I would have thought it has some major parts existing, but the lack of boiler (an incorrect firebox doesn't constitute a boiler) means it isn't as advances as say the Brighton Atlantic, which has a tender, wheels, boiler and frames, and cylinders under construction, yet the Atlantic is only 'In Development'.
An interesting list, but it needs some tweaking.

Wasn't the GNS 'Olympic 2012' Atlantic announced as a NER Raven V/09, not an Ivatt GNR? Has this scheme changed its plans?l

Have we got to remember all the corrections again??!!

'Iron Duke' is NRM, not GWS, 'Firefly' is the Didcot newbuild.

What about David Wardale's high-tech "5AT" 4-6-0? Has this progressed beyond the stage of a few drawings?

At what stage does a locomotive become a newbuild rather than a large model? 15"?

No! Anything that thinks that thing was a Black Motor has evidently never seen a Black Motor, and has no sympathy for a butchered austerity tank... The resemblance to a Black Motor begun and ended with having the right number of wheels. But I don't think in any case it could conceivably be called a "new build". I know there is a contiuum in loco restoration between New Build and Restoration, starting at "we built every single piece from scratch" (60163 etc), through "we built / are building a lot from scratch but have a few major components to help us along the way" (Beachy Head, several of the GWS new builds) to "basically this is a heavy general overhaul, but obviously some major components have to be renewed" (the IoW Terriers with new boilers and cylinders etc). But to call the butchery of an Austerity tank a new build is stretching the point about what counts as a new build. You might as well say the several Austerities that have had saddle tanks removed and side tanks added and been painted blue are new build Thomas the Tank Engines; or even that the Bluebell's reconstruction of Fenchurch from A1x to A1 is a new build Terrier. It's not, though the external form changed.

As far as I am aware, 3041 couldn't really be described as a new build in any sense - it was, if you like, a theatre prop. So it looked like a loco from the outside, but weren't most of the major-expense bits (e.g. boiler etc) simply mockups - afterall, why would you go to the expense of building a proper boiler, firebox etc when all that would be seen is the outer cladding that could be knocked up in thin sheet steel or even aluminium?

Updated the list to 2012, have added the notes from comments in the thread also made the following changes:

    Moved rail motor to completed
split std / narrow gauge completed projects to make it easier to see.
moved D5901 from completed to very advanced (was in wrong place)
    moved 32424 to very advanced
added 13 more schemes !!! - though 4 have come from the same classroom.
added a section on failed schemes

Have some gaps in completeness if someone can help ?

That loco is intended to represent Douglas as a companion for the MHR Thomas the Tank engine - and Douglas was based on a Caledonian McIntosh class 812.

Though the loco is about as close to an 812 class as to a Black Motor.

Indeed. And in any case (bringing this back on topic), if you count that loco as a new build, you should also count the MHR Thomas conversion, which fundamentally isn't much more than changing saddle tanks for side tanks.

I know there is a continuum between new build, rebuild and restoration, but I don't think under any sensible classification you could count either of those locos as new builds - 90% or more of the fabric of the loco is Austerity tank. And you certainly shouldn't list the "black Motor" as a new build, but not include the "Thomas". (I'm similarly sceptical, on purely semantic grounds, about WSR 9351: it was an impressive conversion - don't get me wrong - but I don't think it is a "new build").

Comprehensive list although wasn't the failed Great Northern Steam Atlantic a North Eastern design rather than a Great Northern Ivatt? I think is was one of these: The Worsdell C6 (NER Classes V and V/09) 4-4-2 Atlantics from recollection.
I suspect the project was shelved when they secured the contract to build most of the parts of the NER G5. Just a guess.

Another point. I think Galloping Gertie was a Beyer-Peacock mogul rather than a 4-4-0. Here's the project website: GALLOPING GERTIE | Seems the project hasn't advanced since 2009 but near identical locomotives operated on the New South Wales Government Railways in Australia and I understand that 6 of them are preserved there (well some are in scrapyard condition) - http://www.australiansteam.com/nsw/2413.jpg.

    Edit
: I stand corrected - Galloping Gertie has has some minor parts fabricated according to the site's forums. Last activity was February 2012.

Addendum: I don't see the GER Claud Hamilton new build. Not sure whether it would feature exactly (Under Beginning or Design Conjecture) but as far as I know that's one for the list (and one I hope sees the light of day).
