    Yes I am an active volunteer
    I asked this question a couple of years ago and the answer I received was that NR charge less for an ecs move than a passenger train and ticket sales never covered the running costs. It is cheaper therefore to run it as an ecs.

    No I do not currently volunteer
    I believe that was the case at the start of privatisation but there is no reference to it on the present price list: http://www.networkrail.co.uk/browse...harges/b - track usage price list for cp4.pdf

    What I can't say for sure is whether that list applies to Charter Operations as I have heard different figures mentioned but under the Railways Act 1995, I would have thought it should. Steam Loco (Class 98) do appear.
