    To me it seems like the 4-cylindered tank engine from North Stafford Railway?

    There is a whole series of these covering Loco's, wagons and coaches of all types.
    Mainly aimed at the scale modeller.
    Cannot remember the name of the main producer though.

    We had a set donated and sold them off at a couple of Quid per sheet.

    Indeed. It is NSR No 23 described in the January 1923 The Locomotive magazine. It was converted to a tender loco. LMS No 2367.

    Here is another interesting drawing I recently found at Ebay. It shows ,what i think ,is a proposed 2-10-4 steam locomotive for the South African Railways. Very exciting with this "planned but never realised" locomotives!

    Not heard of this NSR loco before, Found a picture of it online. Why would such a small tank loco be made with 4 cylinders ? Apparently there was only 1 made in June 1922.

    I believe the idea was an experiment to look at faster acceleration for stop/start services. Never really got a fair trial as it was quickly absorbed into the LMS who didn't really know what to do with and so, as noted, gave it a tender.

    It had the cranks set to give eight chuffs per revolution, and the designer (Hookham) seems to have been motivated to build this loco to test the benefits of this layout.

    The South African Railways did have a single prototype 2-10-4, the class 21. According to Wikipedia the original design included rotary cam poppet valve gear in accordance with the ideas of A G Watson. When he was replaced by W A J Day in 1936 the loco was redesigned with piston valves and Walshaerts valve gear. The streamlining is similar to the LNER P2 Cock O' The North (1934) so perhaps a draughtsman at North British drew this up as as a suggestion when the design was being worked up.

    If those things ahead of the outside valve chests are rocking levers driving the inside valves, then surely this engine gives four beats per revolution?

    When I first read your post I went looking at NSR 23 and thought what rocking levers! However, regarding Tugboat Annie, it certainly looks like it!
