It was booked for the Class 47 but as you say as now been changed to the Western.
AIUI there is a Air brake coach in the formation again, being we do not have a air brake steam loco it has to be one of our diesels.

We are also short of 1 steam loco as well so the 11.05 XBL and 15.30 xMD are booked for Diesel haulage.

Day Rover tickets purchased from a booking office are only valid for travel on the day of purchase. So technically you can not buy a Rover ticket for a advance date.
Being that the advertised rover tickets for the Flying Scotsman dates say Limited amount I would say contacting the commercial dept at Minehead to ask if there is anymore discount apart from the 10% online discount advertised, would be the only way of getting the correct answer.

Given that the Flying Scotsman visit is primarily a fund-raising event, I suspect that discounts will be few & far between.
If it qualifies as a 'Gala', then a Gold pass should be OK on the service trains . Get one of those & let us know how it works out.

For "normal" trains (i.e. those on which seats have not been pre-sold) tickets will be at normal prices, and passes will be valid in the normal way. Rover tickets with a 10% reduction can be bought now on the website, or tickets will be available from ticket inspectors on the trains, at normal prices. (Several booking offices will be closed.) Please remember that parking will be limited, and there are also limits on the numbers of people on each platform which will be strictly observed. Please bear in mind also that timekeeping will, as far as we possibly can, be maintained. The reason we are not charging a premium for standard travel is that we expect it to be a quite a challenging day for the ordinary passenger: it seemed to us unreasonable to then also charge a premium for travel. It is also perhaps important to say that passengers arriving at either Minehead or Bishops Lydeard may be asked to leave the station shortly after arrival in order to keep the station clear for subsequent arrivals.

    Minehead 1958 / 2017

Continuing our stroll along Minehead platform, in 1958 we find the branch passenger service in the capable care of a 57XX 'large' pannier loco. It is a matter of regret that one of these attractive and able locos has not become resident on the line since reopening in 1976. However the selection of GWR motive power potentially available, along with the Somerset-relevant Midland-outline locos (two of which are seen in the 'now' shot) makes a useful stable. Unfortunately 2017 sees slightly fewer of them in service than is comfortable.

I think, indeed hope, that this information on advance sale of Rover tickets is just slightly misleading. As a booking office clerk I am sometimes asked for a Rover ticket which would be valid the following day.It may be visitors catch me at a slack time and want to avoid the queue for the first train, or sometimes they are being purchased as a present. The vital thing, I believe, is that they are date-stamped for the intended day of travel, and it is essential that the Booking Office Clerk ensures that would be a normal timetable day. If I am wrong then no doubt my line-manager will be having a quiet word next time he sees me!

On the 'tickets' page, don't click on Standard Ticket Day Rover, but scroll down to Day Rover Ticket Flying Scotsman Event.

Thats why I put "Technically" in my answer.
I would agree with you that the date is important and making sure it is a normal service day.
I would also hope that even if technically this is not a correct procedure, common sense would prevail, after all it is about giving the customer the best possible experience.
It has been quite a while since I did booking office duties so I have not read the fare notices!!
Only aware of the validity of tickets from the very rare time I dont have a TTI!!!

I was working in Dartmouth earlier this month for a few days. Got talking to one of the ferrymen one morning, asked him about the likely weather for the day as we were re-roofing a barn. He observed I wasn't local, I said no, from up near Bath. "Oh, way up north" comes the reply.

    Minehead Station flooded 1990 / 2017

Anyone who has dug a hole at Minehead and watched the water in it rise and fall with the tides will know how low laying Minehead is. During winter storms in 1990, the sea got even closer....

Just as well there's a GWR turntable at Minehead without a great deep pit to fill with water.
Ingenious putting the girders either side of whatever is being turned and not under the rails.
It saves: digging much pit, baling so much out when flooded. and its ever so much easier to get a loco out
    when its barely gone down.
