So if they are not acting according to VAT rules - why does HMRC pay them back the money?

VAT claims are largely taken at face value though they do inspect from time to time to ensure that they are valid. Lots of incorrect claims are uncovered and then the back tax will be recovered and often heavy penalties are imposed. Looking at the rules about gift aid makes me skeptical of the way things are being dealt with. No more no less.

With the Steam Rally making £80k would further events held a NF be beneficial to the WSRA?
With say four events a year that would £240k .....?

Re the photo of the 4.4.0 saddle tank, all coal at this time was hand cut! It all depended on which part of the mine & indeed the seam as to what the coal was & its quality. Ive read that at one period certain sheds had coal that was like 'sides of beef' & if mot broken up the firemen could fire it by piking it up under their arms.
Also in the photo notice the rather small oil can on the entrance step, could it be the driver was oiling up & asked to go on the footplate for the photo to be taken? Would have been more interesting to have shown him oiling up! Small footplate too!

Hopefully some if it can attract gift aid.

Having had another close look at the photo I can see now that what is in the bunker is lumps of coal. Concerning the smallness of the footplate, the loco does look like it might be a tender engine converted to a tank engine. Also there is a mark on the bunker just where a number or maker's plate might have been fixed.

Could 46100 not be used next week if it's not going anywhere on mainline

According to post 6419 there are concerns with projected weight on the rear set of coupled wheels of 46100.
