    Completely understandable. The delays are frustrating, but given the potential rewards for railway and region alike, I'd rather endure a few months delay than see something hatch half-cocked and perpetually open to protest upon protest at every last step.

    Another possible upside ... with the successful completion of "Lyn", there's now a window for the engineering wallahs to consider exactly how to approach recreating the Manning Wardles and for the wider public, what a fillip to any appeal launch the plans we all await will be once they do pass...... and I've every confidence, being as vital to the economic wellbeing of the Exmoor district as they so obviously are, they will pass!

    When the planning application is successful, will any objectors be able to appeal against it, and if they could, would the Railway have to wait for the appeal to be heard before it could continue with the reconstruction?

    Of course, looking at the situation with 20/20 hindsight, maybe it would have been better for the Railway to start at somewhere like Chelfham...

    If planning permission is granted there is no appeal process. Judicial review might be an option but this is relatively rare, you have to convince a judge and you could be liable for enormous costs especially if you lose.

    If planning permission is refused the applicant can appeal to the Planning Inspectorate but would need good grounds to prove the decision was wrong- it isn’t just a re-run of the original application.

    After planning permission there is, of course, the TWA process. It is at this stage that landowners may object to compulsory purchase powers if these are being sought.

    Very much confirms what was said to me by officials at the recent Gala.
    There is no right of appeal against the actual decision by the planning committee but an appeal can be made on the grounds that the planning process has not been carried through correctly or if it is technically at fault. The delays may be annoying but this is a case of getting it 100% watertight so that there can be no opportunity for challenge in the future.
    If you look at the technical quality of the documents online submitted by the railway compared to those of certain opponents I think it is safe to say that
    things are moving in the right direction.:):).

    I'd second that and just add the observation that (strictly NIMBY nonsense aside), a good proportion of objections do genuinely serve to improve applications in the long run.

    One point made by several objectors, is how is the Railway going to be paid for? The L&B probably needs to try and reemphasize how funding will be obtained.

    Not really their problem, is it? Do such objectors seriously believe the revivalists aren't adressing funding issue .... in it's proper place?

    It's not a completely unreasonable objection for them to make - an abandoned project would both fail to deliver the objectives (obviously) and result in detriment to neighbours. What place it has in Planning Law is another question.
