What about a Colonel Stevens Railbus? The fore runner of almost all modern passenger trains

Actually, in the 'new builds' I did suggest building a Webb 3cyl compound, preferably an 0-8-0 .

There were also physical limits and equipment limits in the UK that in turn limited loco development. Gresley's P1 or even Riddles 9F were actually too powerful for the needs and couldn't be used to their full extent. Both were built in the hope that the infrastructure would catch up - it didn't (although had the 9F's lived another 10 years into the era of faster more modern freight trains they may have been more generally useful). As the WR pointed out at the time when BR was trying to foist 9F's on them, , there really was no need in the UK for a freight loco bigger than a 28xx or a Stainer 8F.

And most British railways ran shorter and more frequent passenger trains than the equivalents overseas - coupled with the fact that maintenance costs became an overriding concern then you have the reasons why British loco development remained basically conservative, even somewhat backward. You can't single out the designers for the problems without taking the whole situation in to account - I'm sure Gresley (had he lived) Hawkesworth and Bullied would all have liked to introduce more powerful and more modern locos than they did, but Ivatt, Thompson and Riddles probably had the better solution for the particular times and situations after 1939. Labour was scarce and often poorly trained, and then became very expensive. As a result the writing was already on the wall for steam, if only because ultimately other forms of motive power could be single manned.

    I'll second that!

But personally a hard choice, a midland 2P, 2F, 3F, and a Fowler tank would also be high on my list.

My choice would be the humble Stirling R1 0-6-0 used on the Folkestone Harbour Branch and the Whitstable Branch, preferably 31010 with the cut down cab. I stood next to it for many years, cabbed it, smelled it, touched it, listened to it 'talking' and loved it even when it stood rotting away in the sidings for two years after withdrawal. Alas; by then i was a humble Apprentice on 2/12/6 a week, not quite enough even to buy a Hornby Dublo one let alone save a real one ! A Billington 'K' would be a second choice.

Hmmm, I think I'll go for few different ones !
One from the Peterhead Harbour Railway ... probably the larger Hawthorn Leslie (Edward VII) if not one of the three Hunslet 'Jazzer's for standard steam.
"Moel Tryfan" for narrow gauge steam or one of the "Chicken Sheds" , the Bruce Peebles built loco's for the embryonic "Portmadoc and South Snowdon Railway"
and for diesel - the class 53 prototype.

I know this is kind of cheating, but I'd go back and ensure Drapers' at Hull didn't cut up their engines, so we ended up with an Eastern Region equivalent of Barry and our LNER contingent of preserved locos would be massively strengthened. Although having said that and then seen the list of locos scrapped at Drapers, too many LMS and WD 2-8-0s, so I'll change to whatever scrapyard would be LNER-dominated! ;)

I my opinion, you can’t have enough 8Fs and WDs, so I would go along with the suggestion:)
