    I obviously support the line's reinstatement, but reading the latest from Foot Anstey, have the company been playing with a straight bat in claiming to be negotiating with all of the land owners? I'd like to know before I contribute.

    If I remember, and I'm quite happy to be corrected on this, the railway claims to have been "in contact with all landowners" and that only one has refused to engage on any level. Something like that.
    So if my memory does serve me right, then there has been a degree of misrepresentation by Foot Anstey.

    At what point "in the interests of natural justice" does the ENPA stop entertaining the delaying tactics of Foot Anstey. Not being a lawyer I am unsure of the legal merit of their latest missive, but "natural justice" can hardly be served by permitting their submission well over a month after the expiry of a 21 day period for reply. The comments about conduct are clearly subjective and presumably of limited relevance to the situation. The prematurity argument is a little thin and probably easily addressed. Fascinating that they cite the lack of heritage surveys, surely even they cannot miss the irony of such a comment. The age of wildlife assessments might be an issue. Of course "natural justice" would say that if various persons had not sought to delay matters for their own purposes the surveys wouldnt be out of date. ENPA will not hurry this because they will be keen to try to avoid the very likely outcome that Foot Anstey will at least attempt a planning enquiry. These are massively expensive. The project is far from out of the woods.

    I wonder if there is a difference in attitude between "true" locals and "incomers". The latter in my experience of village life in rural southern England have a tendency to want everything preserved exactly as it is at the point where they moved in.....the former often more practical about the need for change and development and the opportunities that can bring when sympathetically done.

    What I find so sad about all of this is that once the construction is completed and the grass has regrown a little all that will remain is a twenty foot wide and very long field with a ribbon of steel along which a train will quietly rumble past (for all of about 2 minutes) every hour or so. It isnt as if HS2 were carving a pathway through the garden. Not everyone likes railways, or values this project, but the effort being put into stopping this project seems disproportionate to the impact it is likely to have.

    One of the little ironies here is that this is a battle of the incomers, "railway"and "anti railway". The hapless ENPA evidently fear expensive actions whatever decision they come to if there is any "material informality" in how they go about things.

    If I were ENPA, I would go out of my way to be seen to be reasonable to Foot Anstey, and I'd include their submission. It wouldn't change my assessment on the merits, however - though I may well consider Grampian conditions - and as supporters of reinstatement, we need to have a plan if Grampian conditions are imposed.

    Apropos the delay: have just noticed a considerable number of new documents have appeared on the planning portal. these bear today's date and seem to be relevant to the area around Parracombe. I probably won't get a chance to look at these until tonight but others might wish to.
    These new submissions will of course be subject to a further consultation period.....

    It depends what the conditions are, as to whether these are a pain or not.

    If this is covered elsewhere I apologies, but I assume the plan is to acquire the land by agreement where possible and to get a T&W and enforce purchase where not possible, once the planning is approved? If that is the case there is presumably still quite a long path to the acquisition of the land?

    Sadly I fear acquisition of the land for the 1 km south from Parracombe will be even more of a battle than getting planning approval.
