Is one allowed to just "tell" a haulage company to scrap a vehicle with asbestos content, when said vehicle was presumably only there on a storage basis? Only asking through general interest...

I'd imagine one is allowed to do such a thing. This said, one might get a significant invoice in the post as a consequence...

Possibly the haulage company saw this as the only way to get paid. I doubt the 'A' word was mentioned....
It is interesting that there have been no updates on Stuart's latest scheme to restore Chequerbent station since wishing everyone a Happy New Year https://www.facebook.com/The-Bolton...way-Station-Project-702112580160786/?ref=py_c
I know the area reasonably well having been born in Bolton and can't think of a less suitable base for a heritage railway. The station was in a cutting which is partially filled and at the bottom of a 1 in 19 incline which was notoriously difficult to work.

The only plausible offer would be "We'll take it away for £x,000".

Out of interest, if it does go for scrap, are there are any parts (fittings, running gear, doors etc) which potentially have value to other groups (possibly even to the extent of offsetting some of the scrapping costs).

I suspect that Stuart has received a final demand type letter from the haulage company and has told them to take the sleeper for scrap as payment. I doubt if many companies would accept this - I think they would say it is up to the owner to scrap the vehicle and then pay their bills from whatever the scrapman gives (if anything).
Whether the company is aware of the asbestos is another question - if they don't, then that could open up another can of worms as I think it is a legal requirement to inform? I think the asbestos issue is going to give Stuart headaches for some time to come - if only he had asked for advice on this forum and actually listened to it...

To take your thinking a little further - if the body was removed and scrapped (obviously a costly exercise given the asbestos issue), perhaps the entire underframe could be sold to progress a grounded body project.

Having been heavily involved in various projects regarding asbestos in buildings, there will be a duty of care on the haulier to make their own investigations to their own satisfaction whatever the owner has told them, ultimately they will have a DoC for their own staff, especially if its been then stored in their yard. If they are a reputable company (not doubting they are, just don't know who they are) they will have their paperwork watertight before they touched the thing.

    Keith[/QUOTE]

It's a 70ft body on 6w bogies - I don't think there are any grounded bodies anywhere in need of an underframe of this length or 6w bogies. There was a proposal at one time to rebuild it as an LMS 12w restaurant car. Daft as it sounds it might be the most plausible use for it, even though it would probably mean an all- new body rather than reworking what is left
