Agree that 3/60 is Lymington Pier, but the loco is not 80028, which was a Scottish based loco all its working life. After delivery from Brighton in 1953 it probably never came south of the border again.

Looking closely at the image, 80035 or 80085.
Do those numbers match with local allocations in the mid 1960's?

    Cheers, Neil

Yes - both were Southern Region locos. 80035 was withdrawn sometime in 1966, but I have just seen pictures of it on the Bournemouth - Templecombe section of the S&D in March '66 during the final week of that line's operation. 80085 was active during the last week of Southern steam in July '67 but seems to have been based at Nine Elms towards the end. It could be either of these two.

I photographed 80085 on Brockenhurst - Lymington Pier service during September 1966, if that helps.

2/20 is not 80061, which spent its entire life in Scotland. It looks to be 80036 on enlargement. This was an Exmouth Junction loco from '62 until withdrawel in '64.

    25/38 80089 = Redhill
26/38 80089 @Guildford , unlikely to be a Horsham train (Ivatt tanks worked these towards the end), whereas these were regulars on Redhill line trains.
    29/93 80093 = Killin branch
