You're right, I nearly included this with my earlier mention of 45305 but I remembered it spent many years out of traffic in the 70s/80s... but having checked again, it did run in both decades. So yes.

I suppose I ought to finish off the Ffestiniog fleet that have steamed in every decade since they were built - I already said about Linda and Blanche, but I think Britomart makes it in as well, and David Lloyd George, Lyd and James Spooner certainly do, even if it isn't particularly impressive for any of them yet (!). Taliesin has so far missed out on the 2020s but should be back before the decade is out. I think all the others have missed at least one decade: Princess 1950s to 2020s, Prince 1940s and 1970s, Palmerston 1940s to 1980s, Welsh Pony 1940s to 2000s, Merddin Emrys 1950s, Livingston Thompson 1940s and 1980s to 2020s, Earl of Merioneth 2020s, Mountaineer 2010s and (so far) 2020s, Lilla 1960s, Hugh Napier 1970s to 2000s, Velinheli 1970s. I think that's all of 'em!

I think all TR's steam locos apart from possibly No.7 will have worked in every decade since they were constructed, or will have once No.1 returns to steam this year. For No.7 it will depend on whether you view it as a new build from parts or when the original engine from which it is constructed was built. The Railway's current 4 diesels will also fit the bill.

I expect that a fair few narrow gauge locos fit the bill, especially where they are designed for and owned by a particular railway as they are cheaper and quicker to overhaul than standard gauge locos., but also needed regularly in service to meet the service requirements. There are not load of locos available for hire to meet the requirements for the TR, FR, VoR etc. Ignoring recent new builds the TR, FR and VoR all have locos that have run every decade since they were built and it would not surprise me if there are others at the RHDR, R&ER etc. I am pretty sure 2 or 3 of the IoMSRs are close to fitting the bill subject to running in the 2020s.

Remember in all of this discussion that each decade begins in year 1 and ends in year 10. That means the 1970s runs from 01/01/1971 to 31/12/1980. Our calendar begins from year 1, not year nought.

That is perfectly true, but I am not sure whether it is appropriate for the particular subject of this thread. We normally refer to a decade as "the 1980s" or whichever, not as "1981-1990".
Edit: On reflection, I would say rather that a decade runs from xxx1 to xxy0 but "the 1980s" means the years 198x.

I don't think I've ever met anybody who would consider that to be how you define decades. Surely nobody would ever consider 1980 to be part of the 1970s??

Wikipedia certainly seems to think a decade runs from the year ending in 0 to the year ending in 9 based on this page for the 1970s... https://en.wikipedia.org/wiki/1970s

The argument ran endlessly at the Millenium. And regardless of who is technically right, the common understanding was then and is now that each decade is defined by the 3rd digit - "the noughties", the "twenties", the "sixties".

Strong ‘BBC balance’ vibes there… the argument didn’t run endlessly, a handful of cranks tried to argue black was white whilst the majority of us concentrated on a big party at the end of 1999. :)

35028 and 45407. In the case of 35028 it’s run in every decade on the mainline since BR first allowed steam back in 1971

There has been lots of good suggestions and interesting locos muted - however, thought it maybe helpful to compile them all for comparison and to give a slightly more definitive list... so please see below (hopefully its readable!):
