    The kitchen cars and support coaches were included in the previous exemption certificate, last updated April 2023.

    There's exemptions for all operators of slam door stock, but only WCRC have a revocation for section 5 - RSR regulation 5 prohibited the operation of hinged door rolling stock without central locking from 1 January 2005.

    Unless they've got a new exemption certificate that hasn't been uploaded, then my reading of that means they shouldn't be operating a single vehicle without CDL.

    sensing the parameters are maybe being pushed what stops you running cdl/ non cdl fitted (but doors locked oou)/CDL/ non CDL etc so you could only have 50/75% of a six coach rake CDL fitted . replace the sealed windows with opening ones and the dynamic of operation changes

    The exemptions in force for both NYMR & Vintage trains refer to "Hinged Door Rolling Stock". This is defined in the document thus: “Hinged Door Rolling Stock” means any carriage with hinged doors for use by passengers for boarding and alighting from the train; If the doors are locked then it could be said that they are out of use for passengers to board or alight. Taking into account that each Mk 1 coach is sandwiched between CDL fitted Mk 2s as described in post #332 then it could be argued (and possibly has been) that adequate facilities are provided for passengers to board or alight from the train via CDL equipped doors. In this case that would surely assume that discussions have been held between WCR and ORR and a further exemption issued along the lines of those held by NYMR & Vintage trains and details haven't appeared as @5944 suggests.

    Look at the consist of the train and the way the Mk1 carriages have been positioned between Mk2 carriages, you only have to walk through the corridor connection and you are at the operational door in the Mk2...

    I believe the NYMR are looking at locking people in on the Whitby section of its operation so that they can gain an exemption to operate Mk1 stock without CDL.

    Oh I can see what they've done, all very cunning! It's still pushing their luck though, it'll be interesting to see if it lasts. I was of the understanding that a coach can have X number of doors locked out of use and still run, but X + 1 and it had to be withdrawn. Maybe that's just a local rule/best practice.

    I just hope that it's been discussed with ORR, and they have given the OK to operate in that way, otherwise west coast could be in serious dodo if they have decided to operate in this manner without prior agreement.

    They already have an exemption. It does, however, limit speed to 25mph.

    Not the West Highland Extension though is it? And knowing how pedantic you like to be Martin, what on earth does what happened in another country with different rules and regs over the weekend happen to apply to those that are applicable over here?
