    As far as I understand 62005 is being rebuilt up to main line standards, but no air brakes, is this correct in the current climate regarding CDL and WCRC woes?

    Different systems - you can have vac braked carriages with/without CDL or air braked carriages with/without CDL.

    3 cyl compound a la Webb and balanced 2 cylinder compound.

    You can't. People have been working on this project for years to combine all these features in one locomotive. Feedback so far suggests that if a finalised design does eventually emerge it will be so far in the future that railways as we know them will have been replaced by more modern (for that time) systems that have yet to be invented
