    Here's the current NRM Operational Rail Vehicle Strategy 2019-2034 but each page is overprinted "This strategy is in the process of being updated. Please check back in 2025"

    I would suggest public sector tenders tend to be more rigorous, but that the rigour isn't necessarily well directed - which is usually a comment on the confusion that there can be over project objectives, rather than a criticism of public sector tendering per se.

    I have the original version, but not the overprinted one you have. I looked for the updates promised at the end of the document:

    "This document will be reviewed every year.
    Date of paper: March 2019
    Review Date: March 2020"

    but found nothing!

    Defnitely not! "-orum" is a Latin ending (genitive plural) and "-ii" is Latin nominative pural, while "criterion/a" is Greek.

    Of course, it would be preposterous to have words in the English language that mixed Greek and Latin roots in the same word.

    All being well Scotsman is due to move from Shildon to the NVR by rail on 19th February. Whether under its own power or not I don’t know, but it will at least be in light steam.
