    The point I'm making is that the regulator can ensure that your following the rules, As I understand it, West coast cannot operate Mk1's in passenger use until they comply with the ORR's requirements, they don't have any agreement that enables them to do otherwise, and the only stock they have that does comply just happens to be the air braked mk2 stock, ORR does not say that Vacuum braking will at any point be banned, only that every operator has to have agreed to the fitment of CDL, to any passenger stock operated on NR Your once again putting words in my mouth that i never said.

    There’s nothing in law that prohibits the use of vacuum brakes and the regulator can only enforce the law. Nothing to stop Network Rail from imposing a ban, though. However, like CET, I believe they would have to pay for any upgrade.

    Did you take your local council to court, and lose, before you started having conversations and finding them reasonable to deal with? Jus' Sayin'.
