There is no ORR regulation on train braking. The Vintage Trains fleet is vacuum braked

Didn't say there was, and I've travelled with Vintage Trains many times.Where WCR fail to meet ORR requirements is on CDL, not fitted to their Mk1s and therefore not compliant. Most WCR locos (not all) are vac only and by default not compatible with the current WCR mainline stock which are predominantly air. QED.

There is no QED, the locos meet the operating requirements for vacuum braked stock.
    They are two separate requirements.

    Yea that was noted yesterday.
Certainly looks like an emergency release for CDL.
I know people have commented saying there’s a lack of side lights (BILs) but they aren’t mandatory at every door.

I guess the point being made is that the vac-braked locos and the air-braked stock are both independently compliant with mainline regulations, but are incompatible with each other. While at the same time, the carriages that are compatible with the locos don't meet the compliance standard for mainline operation.
