I don’t think I’ve seen anything on NP regarding this previously?
Every year around this time Camborne hosts Trevithick Day, a one day festival celebrating the man and his legacy. I’ve never been, but it looks like a right good do, and includes a run by the replica of his famous Puffing Billy road locomotive.

Apologies for the video, best I could find so far (it was only yesterday).

Yes I am an active volunteer
Does it need to be DVLA registered and insured as a powered road vehicle or is the road closed so temporarily not a public road?

Very few vehicles in Camborne are DVLA registered or insured so it doesn't stand out in a crowd.

    1) I would suspect the general museum PL would cover it either which way
    2) there are a variety of exclusions to the need to have, or display, a licence (which do not apply to private cars)
