    Time for railway to get commercial, says Locum
    Manchester-based Locum Consulting has advised the East Lancashire Railway (ELR) that although it can double visitor numbers to 200,000 by 2019, it needs to appoint full-time employees to work alongside the volunteers that have made it a success. The ELR has been responsible for over £10m of commercial investment along its route and has stimulated town centre redevelopment strategies at Bury and Ramsbottom, with further development opportunities under consideration in Rawtenstall, Heywood and Castleton.
