    Does anyone know when and why the system developed of taking the second numeral forward in a class.

    I'm thinking it may have started with the 43xx jumping to 53xx or was that a case of it being the next available number? The same might apply to 42xx jumping to 52xx.

    Was it a deliberate policy or did it just happen? anyone know?

    There was certainly a change in policy.
    To my mind there are 3 different numbering schemes above 4000 is the pure Churchward scheme, from 1300 - 3500 was a Dean scheme with blocks for different types of locos, not classes, extended to arguably 4400 under Churchward, and under 1300 was an early sequential scheme. I think you're right, it did start with 4300 - 5300, as certainly 48, 49, 50 and 51 were vacant at the time, possibly 47 too although that class might have been in planning. When the change was planned is of course another matter, but from 1912 the blocks started being by class, not by type. In the Dean scheme different classes of 4-4-0, for example, weren't allocated separate blocks.
    So some time between 1912 and 1916...

    I've never really thought about it nor have I ever read an explanation of the reasoning behind the system. There are obvious exceptions in the logic e.g. in 57xx series, after the 67,77,87,97xx it jumps to 36,37,46 and 96xx presumably the number actually built far exceeded the number originally envisaged. Sometime I must compare the building dates. I wonder what the vacant blocks of 76xx and 86xx were intended to be?
