The line closed is the Wrawby Junction to Thorne Junction line, which is part of the main South TransPennine route from Cleethorpes to Manchester through Scunthorpe. The work in question is west of Scunthorpe, at Medge Hall, with heavy embankment work next to the canal, hence the blockade. Both the Wrawby Junction to Lincoln (Pelham Street Junction) & Wrawby Junction to Gainsborough Trent Junction (through Brigg) lines are open for traffic still, as is Wrawby Junction to Cleethorpes (Cleethorpes - Barton on Humber, Cleethorpes/Grimsby Town - Lincoln/Newark Northgate & Cleethorpes - Sheffield via Retford (Saturdays only) are still running as normal), both lines the tour is planned to traverse. Outward is up the ECML to Newark, off there to Lincoln, then up to Wrawby Junction & to Cleethorpes, then back to Wrawby Junction, down the Brigg line to Gainsborough, then back up at Trent Junction to Doncaster for a loco swap.

Cleethorpes is still open as usual, just with no TransPennine Express. Northern Rail & East Midlands Trains still use it day in day out. TPE services have a bus replacement between Cleethorpes & Doncaster, which is where I think the MP's get it a bit wrong, stating that the whole line between Cleethorpes & Doncaster is closed!

Hope this clears things up a bit!
