    Not just a loco but a complete train. A 19th century 6 wheeled passenger tender loco with matching 6 wheeled coaches appropriate to the region where that particular railway is.

    Surely the answer would be different for each line. They all have different gradients, loadings, lengths, etc.
    Also, some might want to recreate something of their own line or region. A M&GN 4-4-0 for the NNR perhaps, or a Johnson 0-4-4T for the KWVR, or a Robinson Atlantic for the GCR or a Highland Small Ben for the Strathspey...

    I'd have a L&Y Dreadnought, a L&Y 7f, both large and small boilered versions, a L&Y class 28 and a.... Oh what the heck, I'll have an example of every L&Y class not preserved please :)

    But for something not L&Y, a Raven A2 would certainly be interesting, and perhaps a Gresley P1 would be cool, I'm sure the NYMR would find a use for the latter

    Clearly head and heart need to come together to find a balance.

    I think the 3MT group picked an excellent class for their railway and region. The Bluebell's Atlantic group made the best use of known resources in Beachy Head. The Patriot group found a niche the whole country could get behind. The A1 Trust created their own funding model and it is still successful today. The GWS have taken standardisation to new lengths in new builds from old relics.

    If heart ruled head I'd have Thompson's lone A1/1 no doubt.

    If it was about need, we need locomotives from the Victorian and Edwardian era, and a working single wheeler at that. And since so little survives of the London suburban railways from that time, I'd like one of these:

    A South Eastern Railway 2-2-2. Surprisingly elegant and straight forward locomotive design. I don't believe there's any SER locomotives surviving (?) but there are many SECR locomotives. But no 2-2-2s from the Southern part of the country survive as far as I'm aware. Happy to be proved wrong and if one exists I'd love to see it in the flesh.

    A replica of GWR 102 "La France", the de Glehn compound Atlantic, that was trialed at the beginning of the last century, but updated with more recent improvements.

    There is half an SER loco surviving (the bottom half ...)

    I'm also in the "mid Victorian passenger engine" camp, though - the attractions of the classic single wheeler notwithstanding - I suspect a 2-4-0 would probably be a more practical proposition.

    The latest issue of Bluebell Atlantic News, à propos discussion of what might be a suitable next project, has a very interesting discussion about the constraints that would inform such a decision. The interesting point is that in a general mindset of "buildable - useful - fundable", you don't always get all three together: some locos are eminently buildable (in the sense of having drawings available and no especial complexity in design) but may not be popular (which equates to fundable); others may be fundable but not necessarily most useful etc. So any choice is likely to be the best compromise between factors.
