    If you want to run a main line Garrett to make sense you need either a big load or a big [as in steep] hill.

    How about the Folkestone Harbour branch.

    It's more or less intact and certainly steep. You'd get full on blast going up there.

    The lower end start point would not actually have to be on the pier structure but in any case would fit with that area being for leisure. 1.5 years since I been around there the only thing I can see from google street view is at the upper end there seems to be something going on around Warren Road road bridge.

    As a tourist attraction - and it's that majority that pays heritage railways revenue way - not cranks who are a minority, already in a popular area, - it might have worked.

    Has anyone considered Jersey? The Jersey Railway was 3' 6" (it was originally built to standard gauge, but was reguaged in the 1880s).

    There was a proposal to build a 2ft gauge line nearly 10 years ago: https://www.bbc.co.uk/news/world-europe-jersey-16466912 , so I can't see why a new proposal accomodating the original gauge couldn't be drawn up.     We walked the line - it was an official walk - when we were over there on holiday. More years ago than I will admit to.
