    I thought is was the boiler ticket that expires, meaning without an extension no running on heritage either. She might end up as a static display somewhere I guess.

    I know nothing about planning permission issues, but I assume there is some sort of appeal process?

    AFAIK you can make a second application and if that is refused you can go to appeal.

    No need to make a second application, just bang an appeal in to PINS (which is free), if you feel the issues can be surmounted you could put a parallel application (which will likely also be a free go) in whilst the appeal is running as the appeal process takes months.

    I was thinking that's when the mainline ticket is up on the boiler and so if she worked on a preserved line that she could be kept running for a season.

    If that's the case, would be great to go back more often to the Moors and see this alongside the B1 and Black 5's while trying to avoid or ignore Repton and the S15...

    They did have pre-app, as for Councillors I would be surprised if this was a delegated decision so likely went to Committee and possibly not enough Councillor support?

    I saw no mention of an appeal opportunity on the refusal page, just a review. Is that the way it works in Scotland?
    Given the popularity of 60009 I am sure a decent home for her would be found; I bet there are a few people waiting in the wings. ;)

    Ah my apologies, I forgot it was in Bonny Scotland (its been a long day!)

    Yes the system is somewhat different up there, if the scheme was determined by Officers under delegated powers then you can apply for it to be reviewed by elected members which takes the place of an independent review, must confess its not a system I have a great deal of confidence in!

    If they had no local councillor support, and they were not on side, it had no chance of passing.
    Would find it hard in that area for it not to have unanimous support, as an attraction, and it to be passed on the nod, without a need to go to committee.
    Hope they can find a way around it, if not, does she still have enough time on her ticket for a series of preserved line farewell's, after NYMR???

    Scotland's very different to England in planning terms (I had forgotten it was up there), looks like it went through delegated (genuinely flabbergasted that something of this scale could do so) and thus to get members involved this review process has to be invoked. It is suggested in the submission documents that the pre-app was very positive so either someone is embellishing things or there was something of a U turn in the Council....

    I believe the boiler ticket expires in June/July 2019 (however I don't have a trustworthy source for that)

    Its not about the loco, or the museum, its about the infrastructure ie; surrounding and access roads. so unless theres a few million going spare it may be an unlikely gamble

    No. You would need to appeal via the Reporters Unit (planning inspectorate for my southern cousins). This would only consider material considerations and having looked at the reasons for refusal would think the chances of winning would not be higher that 40%. You would be putting more cash at risk for no certain result.

    An alternative potion that John may wish to consider would be a JC wing or shed at Bo'ness and another wing at the Farming Museum at East Kilbride for his agricultural assets...

    That said its his property and cash,so it's up to him
