It's not as bad as it looks at first glance.

I keep up to date with the Blackpool Tramway through the 'Blackpool Trams Online', Lancastrian Transport Trust, Fleetwood Heritage Leisure Trust and 'Blackpool Trams info' websites, where the background can be found. The trams pictures at Buckley Wells on the Est Lancashire Railway are owned by the Manchester Tramway Museum Society, who are currently building a larger Depot in which to house them on the Heaton Park tramway, while the cars in the background to the Gazette photo belong to LTT. These and cars secured by FHLT are currently in temporary open storage but will hopefully be under cover soon. Not ideal, but most are behind CCTV monitored security fencing. The car vandalised in Blackpool belongs to FHLT and is stored in the car park of its last advertising sponsor, while the missing windows evident in the picture of 708 were most likely to have been 'borrowed' for use in other cars while still at Blackpool's Rigby Road depot.

Check out the websites, send the owining groups some money (I'm not representing any of them by the way) and the future will be brighter for these far from neglected or forgotten about trams.
