    The obvious point that sprang to mind when looking at the successes - or failure's of CME's was the ine loco that wasnt built, which was a modern tank loco for The Southern to replace all those elderley 0-4-4's and for which Maunsell and Bulleid must be criticized but are not.

    I think the SR Board's drive for electrification soaked up all the money. The 2nd World War rather interrupted things, otherwise the juice would probably have stretched further, with a correspondingly lower requirement for replacing the M7's, H's etc. (Just don't mention Mr. Bullied's intended replacement for them - "Leader".):D

    Like the man said above, follow the money. Electrification delivered bigger savings than renewing steam did, and as part of that enabled considerable pruning of the older crocks.

    I'm still enamoured of the notion of @S,A.C. Martin turning his attention the tenure of F.W. Webb. To judge by all the controversy surrounding his compounding system to this day, I'm certain there's many an urban myth to be debunked and more than a few verifable facts worthy of an airing there.
