    I don't speak for RVR but I don't believe a TWA order yet exists for the Robertsbridge - Bodiam reconstruction. No doubt someone will correct me if I'm wrong but it may be that a TWA is not required to build a private railway which does not cross any public rights of way or affect any other statutory undertakings (utilities, watercourses etc.). So far, all land has been aquired by agreement without the need for CPO powers. Planning permission may well have been required for the works to date and clearly RVR will need a TWA before they can cross Junction Road!

    I would also guess that public operation by the K&ESR 'for one weekend only' was permitted either under K&ESR's existing operating powers or by specific agreement with insurers/ORR etc. for a one-off special event.
