    That's because the tender was being emptied of water before arrival at York

    The video caption says "The locos are seen without support coaches, and Mallard's tender was full of water to help with braking!" Maybe someone forgot to turn off the injector water supply value?

    Not quite - it was intentional after Thirsk to start emptying the tender so it wasn't full of water at York and then flood the yard as it drained.
