    I assume because it's owned by Jeremy Hosking and operated by Locomotive Services, who lease a part of Southall shed. Therefore no point in paying rent for siding space at WSR if the loco can be stabled at Southall for free. Plus it might be easier for the support crew to get to Southall and work on the loco there.

    Isn't there still an air gap in the trainset.

    No. P11 is accessible directly from the up main. West of England HSTs manage to do it practically every day.
