I've already asked one of the L&BR board members. He has no idea.

Tried Bletchley Park on this, but they said as it wasn't part of a 5-letter sequence, they couldn't help. Besides, they were still working on todays decrypts from the WSR.

BIB means 'Bit in black' - a phrase I learnt on this very forum. Apologies for the confusion caused.

Regarding the planning permission, my reference was to this objection from the current owners of the Old Station Inn at Blackmoor: http://planning.northdevon.gov.uk/l...6617/66617_REP_Footanstey_190528_Redacted.pdf

In particular, the middle section on the first page and the 3rd paragraph on the second page.

This would appear to be a very big stumbling block in the current extension plans.

I hope I am wrong as I would love to see the railway extended.

That would be an implication, not an inference, but even so, I can't see it. Certainly it states that some land owners are willing to negotiate with the L&B, but there is nothing to suggest that Mr & Mrs Shepherd are amongst them.

Maybe i have read the wording slightly differently. It has been written as a negotiation position, it has been mentioned earlier that there is nothing to suggest that progress could not be made.

That was their position before the grant of planning permission. It strengthened their objection to say that they would not sell to the Trust (because why would the Council grant planning permission for a development that Mr and Mrs Shepherd could - as the owners of the property - prevent?). Their position has worsened now that planning permission has been granted, and it will continue to worsen as the railway makes more progress; the points that they have made about the extension of the railway harming the market value of the business are probably valid. Of course whether they recgnise that and adjust their approach is another question, but it is difficult to see how they might prevent (rather than delay) the railway from being extended.

Let's not forget that some, at least, will have questioned just how realistic the L&B's aims and objectives were/are. Flogging a cherished portion of real estate, when that wouldn't necessarily be 'option A', is going to be a damned sight more palatable if you've a fair amount of confidence that it'll at least be being used for 'the stated purpose' (i.e. isn't going to go belly-up and soon land reluctant vendor with a stonking great housing development on their doorstep).

As momentum builds on Exmoor, that should progressively become less of an issue. Of course ..... you'll always get a smattering of 'over my dead body' types, whatever or wherever pretty much any project needing land is being undertaken.

Planning permission doesn't give the railway any stronger rights to acquire the property than lack of planning permission.

Surely that also depends on what was offered to them, and how that compares with their reasonable expectations of what might have been offered. Given that all numbers are redacted, it's very hard to know, but I have a nasty feeling that the value of the land had risen, and that the railway had struggled to meet previous, let alone new, expectations. If so, then I would be concerned about the impact of this on the good will that would be needed to make progress - not to mention the implications for the railway's ability to fund raise.

I'm not sure if you are reading the correct document, but we are talking about the Old Station Inn at Blackmoor, which is not owned by the Grobs. The statement is from 23rd May this year (so a long time after PP had been granted)

I believe it might be a variation to more recent planning application (variation) that impacted the Old Station Inn.

For what it's worth, I'd have thought the Old Station Inn would be a significantly better business proposition with the railway then without it
