It might. But the questions are being asked rather than treated as unaskable.

The point of designing a survey is to do so in a way that helps people to answer the questions well without having to interpret what is being asked.

I won’t be answering at all. I am not the target audience. I just have some experience in designing surveys.

A survey of what people are thinking isn't worth doing, nor will be useful, unless it reveals the truth, and all I'm suggesting is that respondents provide genuine answers.

The survey only gives a single line entry for free-text responses, which is either poor interface design (you can write more, but it isn't made obvious) or poor survey design (responses are very limited). Hopefully it is just poor interface design and longer responses are welcome.

Some of the questions are a bit motherhood and apple pie - I don't suppose many people are going to argue that being a robust organisation is built on the twin pillars of safety and finances - but it is nonetheless interesting that certain shibboleths are raised, for example Whitby operations and a predominance of Mark 1 carriages.

It would be interesting to read the accompanying document that sets out the details, but I appreciate that as a disinterested bystander, I have no inherent right to see that document.

The key thing now I guess is that, for those members who have agitated that things are going awry, they engage (in a measured way) to set out teh direction they believe the railway should take.

Poor survey design. The platform has all the necessary features. The issue now is that the poor design will make it difficult for many to engage in the responses well and/or those analysing them are about to discover they’ve created themselves a very difficult task, as many will likely use the free text boxes to give answers im a manner that will make the collation and grouping of answers a real challenge.
