You are correct. It is Margaret Ritchie who worked for David Ward. As you have pointed out, this was the first run for steam on the S&C in the preservation years, and she helped to plan the event, hence her presence in the photo with Bill Harvey.

The classic way to travel on the excellent Puffing Billy Railway near Melbourne, Australia. A spectacle viewed with horror by most visiting Brits because it looked so dangerous, but was in fact perfectly safe as testified by generations of kids who travelled thus for over a century without any known injury. This all came to an end one day in March 2018 when an out of control minibus swideswiped the train at a level crossing. Fortunately there were no dangling legs involved and minimal damage was caused to the carriage involved, but the practice was immediately suspended while an H&S review was carried out. This seems to have taken nearly four years to complete but only last week (4th Feb 2022 to be exact) the practice was reintroduced to popular local acclaim. The rules are now more stringent and there are improved level crossing measures like crash barriers in place but "sitting on sills" as it is known is back on Puffing Billy.

Carnforth driver Ted Fothergill leans from the cab of 5690 'Leander' during a stop at Clapham with the Cumbrian Mountain Express in May 1983.
Loco inspector Arthur Morris walks towards the station. Train steward Tom Cozens stands by the trackside.
