Scrapping of pre Grouping locos.

    As far as the GSWR was concerned, there were two other factors - Firstly maintenance had got very seriously in arrears and Whitelegg's attempts to correct it it were perhaps over ambitious and and, in terms of applying modifications instead of just getting te kit fixed and out there earning money, ill advised. Although to be fair his idea of trying to apply standardisation across the board had merit, just 1919 in the middle of a chronic loco shortage was not the best time to apply it - some of the criticisms applied to BR introducing the Standards apply, maybe with even more force.

    Secondly, the Scottish Division of the LMS decided on a standard set of boiler replacements for pre-group locos which fitted the Caley and Highland locos fine, but did not fit any of the GSWR classes due to a narrower distance between frames.
